Patients who use medical marijuana or who grow it as legally registered caregivers are lashing out at Governor Raimondo over her proposal to require growers to buy tags from the state for plants they cultivate and to reduce by half the number they may own. The tags would cost $150 for patients who grow their own and $350 for caregivers who are permitted to provide marijuana for up to five patients. With patients newly limited to having six plants and caregivers facing a cap of 24 plants, the tags could cost patients $900 and caregivers upwards of $8,000. "This is outrageous," said Richard Graham, a 59-year-old disabled veteran who says he grows medical marijuana for himself at his house in Cranston. "Why are we paying taxes on a medicine? Give these patients a break." Graham said he can't afford the prices at the state's three compassion centers, commercial operations licensed by the state to sell medical marijuana. The centers would not be part of the proposed tagging system, but are already subject to other regulations and fees.
