State employee on probation following conflict of interest probeAUSTIN – A Texas state health commission employee has been placed on probation after an internal investigation found she evaluated bids for a $68 million technology despite having a possible conflict of interest. The employee, Jean Garcia, will be on probation for a year after evidence surfaced that she had once tried to get a job for her daughter at one of the companies that submitted a bid, a spokesman said Wednesday. The move came even as the internal investigation largely cleared the Texas Health and Human Services Commission of wrongdoing in last year awarding the contract for computers and help desk services to SHI Government Solutions. The 10-week review conducted by Stuart Bowen, inspector general of the Texas Health and Human Services Commission, cleared a second staffer accused of bias and ultimately determined the competition was conducted fairly, with "no misconduct or improper behavior by any member of the team." "The Inspector General found clear and convincing evidence that shows the procurement process employed to review and award the contract was sound, efficient and airtight," Bowen wrote, adding that his review "should be reassuring to the Governor, Executive Commissioner and Legislature that reforms that have been implemented over the past year have had positive effect."
