SANTA FE, N.M. — A $6.3 billion spending plan for next year that features more money for New Mexico public schools, prisons and Medicaid, but less money for universities and behavioral health programs is headed to the House floor. The House Appropriations and Finance Committee voted 12-5 this afternoon to approve the budget bill, which relies on taking money from various state accounts to fund day-to-day government operations. “I think this is the best we could do with the revenues we have,” said Rep. Larry Larranaga, R-Albuquerque, the committee’s chairman. But some Democratic members of the budget-writing committee objected to the cuts included in the spending bill for the coming fiscal year, which starts in July.
