Health advocates for children, hospitals and nursing homes are generally pleased with the budget proposal Governor Raimondo unveiled earlier this week, but they remain cautious about how some issues will be resolved when the spending plan is finalized. Much attention has been focused on Medicaid especially after Raimondo last year cited it as consuming an unacceptably large and growing share of the budget and tasked a group of experts to make recommendations on how to curb the more than $2-billion program. Some of the initiatives she embraced are emerging this year. "We've made significant changes in order to realize savings, but we have been able to do that without cutting eligibility, without cutting benefits and, in fact, at the same time, we are significantly expanding the number of Rhode Islanders who we are covering," said Anya Rader Wallack, Medicaid director.
