Interim Spokane Police Chief Rick Dobrow abruptly announced his retirement on Friday, throwing more uncertainty in the leadership of the department. He will be temporarily replaced by former U.S. Attorney Jim McDevitt, Mayor David Condon announced in a news conference Friday afternoon. The change at the top gives the department its fifth top leader in five years. It’s a move that caught members of the department by surprise. Lt. Dave McCabe, president of the Spokane Police Lieutenants and Captains Association, said no one in the department was told about McDevitt being given the top job though Dobrow’s retirement was announced in a department-wide email at 11 a.m. Friday.
