Could Speaker David Gowan's congressional ambitions get in the way of a pension-reform proposal? Gowan's staff convened a stakeholder meeting on the proposal hours before sponsor Sen. Debbie Lesko's news conference to unveil the deal, which proposes changes to the state's public-safety retirement system. The meeting annoyed some insiders who have been working on the deal for months. But the news conference went off without a hitch, and the trio of bills sailed through the Senate this week, winning unanimous backing. Not that there wasn't opposition. Some of it came from the Arizona Police Association, which is on record opposing the changes.
