House Finance Chairman Raymond Gallison has been fined by the state Board of Elections for misreporting $18,850 in campaign contributions. According to a consent order approved by the board last week, Gallison, who heads the legislative committee responsible for vetting the state budget, "lacked close and timely bookkeeping of his campaign account" from 2011 to 2014. During that time, Gallison, D-Bristol, incorrectly reported 104 contributions as "aggregate." The state's campaign finance law allows candidates to report contributions of less than $100 from any one individual, political action committee or political party committee within a calendar year in the aggregate category. In those cases, the candidate does not have to disclose the name of the donor, home address or employment information. His fine? It is $1,600 with the following breakdown: $800 must be forfeited from his campaign finance account, $400 he must pay personally and $400 will be forgiven as long as he provides bank statements to the Board of Elections from now through the end of 2016 to support his campaign finance reports.
