A House committee set the stage for consideration of a package of bills this Wednesday raising a statewide property tax assessed to support state university building maintenance and to grant new authority to community colleges and technical schools to generate property tax revenue. Rep. Tom Sloan, a Lawrence Republican, proposed three measures intended to increase and stabilize resources public higher education institutions draw from for development of academic infrastructure. “Every 10 years we do a crumbling classrooms initiative, then we forget about it for a decade,” Sloan said. One of Sloan’s proposals would expand a statewide property tax by $120 million while the other two bills have potential of escalating local property taxation. Selling the concept to Republicans and Democrats during the 2016 Legislature, an election year, could be challenging.
