Third-grade retention bill derailed — again — in Senate committee
SANTA FE, N.M. — In a repeat of last year, a push for legislation aimed at ending the practice of “social promotion” in New Mexico public schools was derailed today in its first Senate panel. The House-approved bill was tabled on a 6-3 vote in the Senate Education Committee. Sen. Gay Kernan, R-Hobbs, joined with the five Democrats who sit on the committee in voting to table the measure. Sen. John Sapien, D-Corrales, the committee’s chairman, questioned whether the legislation was an unfunded mandate and said other states that have enacted similar laws — specifically Oklahoma and Florida — have recently relaxed or paused their laws. “They’re finding that this thing is not working like they thought it would,” Sapien said.
