JUNEAU, Alaska—The Alaska House of Representatives is preparing to take anything and everything not directly related to the budget or new revenue off the table until an operating budget is passed. The House introduced House Concurrent Resolution 23 to formally require all committees "to consider only legislative measures that substantially relate to, and have as their primary purpose, appropriating, raising, or allocating state revenue" until the House passes a funded operating budget. The bill would also suspend a rule requiring a week's meetings be noticed the prior Thursday, moving the House into what is known as the 24-hour rule. That rule is typically reserved for the end of session and allows meetings to issue notices of an upcoming meeting the day before. Rep. Bryce Edgmon, a Dillingham Democrat who's a member of the House Majority Caucus, introduced the resolution that he called historic.
