State employees would have the option of at least four different health insurance plans under a proposal moving in the House. The Appropriation Committee Tuesday approved a plan sponsored by Rep. Jason Brodeur, R-Sanford, designed to reduce how much state government pays for its employees’ health care coverage. The state will spend $2.2 billion this year in health benefits. Premiums have been increasing at a 9.5 percent rate while state employee contributions have remained the same since 2006. Brodeur’s idea is to direct the Department of Management Services to come up with options for workers to choose from. HB 7089 envisions four levels of coverage at different price points. The highest level of coverage, similar to what is offered today, would be the most expensive. Lower level plans would cost less, offer less coverage and come with higher deductibles. There was no discussion about increasing employee health insurance contributions. A staff analysis set the state premium share at $15,168 per employee, the annual charge for family coverage under the current plan. The hypothetical example has the least expensive coverage at $11,361 annually and the employee pocketing the $3,807 difference between the insurance benefit offered and the actual cost of the insurance.
