Federal authorities have notified Kentucky Gov. Matt Bevin they plan to closely monitor his efforts to dismantle kynect, Kentucky's nationally recognized health insurance exchange. "Our guiding priority ... is ensuring that consumers can easily access the coverage for which they are eligible, whether that is Medicaid, the Children's Health Insurance Program (CHIP) or a Marketplace Qualified Health Plan," Andrew Slavitt, the acting administrator of the Centers for Medicare and Medicaid Services (CMS) wrote in the Jan. 28 letter to Bevin. Slavitt also said in the letter that the state must be prepared to forego $57.5 million in unused federal funds CMS awarded to Kentucky to create kynect. The funds, which have not been released to Kentucky, cannot be used for ongoing operations or to shut down kynect, the letter said. The letter is the federal government's first official response to Bevin's letter of Dec. 30 notifying U.S. Health and Human Services Secretary Sylvia Burwell that he plans to cease operation of kynect, transitioning consumers in Kentucky to the federal site, healthcare.gov.
