Oregon housing crisis: Grand bargain on legislation begins to take shapeSALEM — Oregon lawmakers on Wednesday moved closer to an agreement on one of this session's most vexing subjects: giving local governments the ability to require workforce housing while also protecting renters caught in Oregon's housing crisis. First, legislation that would open the door to housing mandates, also known as inclusionary zoning, cleared a Senate panel with unanimous approval after several changes. Later, a House committee gave bipartisan support to a bill that would add 90-day notices for longer-term tenants facing rent increases and no-cause lease terminations. And as part of the developing deal, a related Senate bill that would have tied inclusionary zoning to an expansion of the state's urban growth boundaries was formally tabled. But that bargaining chip, meant to appease developers who've long opposed inclusionary zoning, will remain alive, lawmakers say. Democrats are looking to revive language in a bill by Rep. Duane Stark, R-Grants Pass, that would permit experimental boundary expansions for construction of affordable housing.
