RICHMOND - Louise Lucas of Portsmouth and Janet Howell of Fairfax County were elected to the state Senate in 1991.
Both are Democrats. Both wanted to sit on the influential Senate Finance Committee.
Howell was placed on the committee years before Lucas. Howell is now a key negotiator on that committee. Lucas is still waiting to become a budget conferee.
Lucas used that comparison this week as the main example of what she describes as the disparate treatment she and other black lawmakers receive from their own Democratic leadership. She said she feels disrespected and is so fed up, she broke an informal rule of the General Assembly and spoke publicly about her concerns.
