SANTA FE – There’s been a common plea in Roundhouse hallways during the past few days: “Don’t cut my budget.” Plummeting oil and gas prices have stoked fears of a budget shortfall – perhaps as big as $800 million – in the fiscal year that ends June 30 and lawmakers will most likely have to pare back a $6.3 billion spending plan for next year, too. Some Senate Democrats on Friday blamed Gov. Susana Martinez’s administration for the state’s budget woes, in part by referencing a report released by state Auditor Tim Keller that says there is more than $4.4 billion in unspent funds across state government. While Democrats acknowledged much of that money has been designated and cannot readily be used for other purposes, they claimed the Martinez administration has sat on – or not yet spent – roughly $1 billion in fund balances.
