SANTA FE – A bipartisan effort to reform New Mexico’s hodgepodge method of financing infrastructure projects ran into a wall Friday in its first House committee, likely killing it for this year’s legislative session. House Bill 307 failed on a tie vote in the House Government, Elections and Indian Affairs Committee. The legislation would have created a planning council to review and prioritize capital outlay spending, replacing a system under which individual legislators get an allocation for projects they select in their districts.
