LANSING — Perhaps the 12th time will be the charm for a change in the state’s policy on when and where people can shoot off fireworks. State Rep. John Chirkun, D-Roseville, introduced a bill — the 12th to be introduced in the past year — that would allow local governments to modify when people can use the bigger, stronger fireworks that were made legal in Michigan in 2011. It became a thorny issue as soon as the law went into effect in the summer of 2012 when people started shooting off the high-powered pyrotechnics in their neighborhoods, causing thousands of noise complaints, some fires as well as freaking out pets, senior citizens and parents trying to calm crying babies. The Michigan Legislature responded in 2013 by modifying the law so that the bigger displays could only be ignited on the three days surrounding 10 national holidays.
