A memorandum from Kansas Senate Majority Leader Terry Bruce shared with Republican allies outlines strategy for dominating the 2016 legislative session and transitioning to re-election campaigns based on work to shrink welfare benefits, cut spending, strengthen a local property tax cap and reject Medicaid expansion. The internal blueprint for success featured polling that denoted ballot-box advantages held by generic GOP candidates in Kansas elections, delved into political obstacles threatening the “Kansas Republican brand” and concluded development of a campaign formula beneficial to all 32 Senate Republicans — conservatives and moderates — was impractical.
