Helena faces a multimillion-dollar tab to bring dozens of city parks and buildings into compliance with the federal Americans with Disabilities Act. That's according to John McGovern, a city-hired consultant who on Wednesday laid out a roughly $4.7 million bill to address thousands of compliance issues identified by himself and city officials over the past year. He said that total doesn't include labor or design costs. McGovern told a crowd of around two dozen residents and disability advocates gathered at the Helena Civic Center that most of those fixes -- such as minor ramp repairs and workplace clean-ups -- are expected to cost less than $500. But he said wholesale infrastructure improvements needed at other facilities, including the Civic Center, could top $50,000.
