Baltimore Housing Authority claims faulty heaters, shoddy work in $10 million lawsuitA Baltimore circuit judge rejected a request to dismiss a $10 million lawsuit brought by the Housing Authority of Baltimore City against two contractors over faulty heating systems in Gilmor Homes, two weeks after families in about a dozen apartments complained about a lack of heat as temperatures plunged in January. The housing authority's suit against a Virginia contractor and a Baltimore subcontractor has dragged on for months, moving from Baltimore Circuit Court to federal court and back again. The authority hired Centennial Contractors Enterprises Inc. of Reston, Va., in July 2010 to upgrade the Gilmor Homes heating system for $3.2 million. Three years later, the authority discovered some new systems failed to produce heat, made banging sounds and leaked, according to the lawsuit filed in June last year.
