Gov. Tom Wolf, state leaders launch new look at Pennsylvania's criminal justice policiesPennsylvania officials on Thursday announced a new effort aimed at getting still smarter in the fight against crime. The second "Justice Reinvestment Initiative" will seek to build on a first round that has produced smaller-than-expected cost savings, but is credited with helping to start a small decline in state prison populations after years of growth. Where the first round focused on improving parole and pre-release practices, the new effort, officials said, will focus more on "front-end" policies and procedures, especially for persons arrested for non-violent crimes. Possible outcomes could include a renewed emphasis on drug and alcohol treatment services, or expanding diversionary programs like drug or mental health courts designed to keep more offenders out of jail or potentially record-free in the first place.
