University presidents from Louisville to Frankfort testified before a House committee Thursday saying Gov. Matt Bevin’s proposed draconian budget cuts leave them little choice other than to end programs, possibly layoff employees and raise tuition for a financially challenged student population. Kentucky State University President Raymond Burse asked lawmakers Thursday to make no budget cuts to the university, as it is already $4 million down from its budget expectations and has the potential to lose more funding if the state doesn’t match the federal government’s land grant. When Burse first came back to KSU in 2014, it had a $7 million budget deficit. If KSU follows Bevin’s proposed 4.5 percent budget reduction for current fiscal year 2016, Burse said, the university would have to eliminate 10 additional faculty and staff positions and put a freeze on any expenditures outside those necessary for operations.
