Assembly passes bill barring drivers from using cell phones in a construction zone A bill that passed the state Assembly late Thursday would make it illegal to use a handheld cell phone while driving in a construction zone. Wisconsin is still among the majority of states that allow drivers to talk on cell phones and the bill wouldn't change that outside of construction zones. Fourteen states, including Illinois, prohibit talking on a handheld cell phone while driving. Assembly Bill 198 creates a penalty of up to $40 for a first offense and up to $100 for subsequent offenses. The Assembly Committee on Transportation recommended approval in May 12-0. No groups are registered in opposition. Rep. John Spiros, R-Marshfield, said the bill came in response to four county highway employees who have been killed by motor vehicle crashes over the past year.
