PIERRE – Saying they were standing up for South Dakota taxpayers in general and for people who make less at their jobs than teachers do, 23 Republicans in the state House of Representatives blocked the governor’s proposed sales-tax increase Thursday. Republican Gov. Dennis Daugaard needed a two-thirds majority of 47 ayes in the House. After nearly two hours of debate Daugaard got only 46 for his plan to raise the state sales tax to 4.5 percent. It has been 4 percent since 1969. Teachers, school administrators and school board members packed the House gallery for the second time in two weeks. Debate twice was halted through procedural maneuvers on Feb. 10 and Feb. 16, setting up Thursday’s showdown. In the end, House Republican leader Brian Gosch of Rapid City was able to hold the 23 nays he needed to stop the tax increase, even though more Republicans voted for it than opposed it.
