Is Kentucky going to accelerate its momentum or retreat? That’s the fundamental question facing Kentucky’s legislators as they reorganize the budget Gov. Matt Bevin proposed for the two fiscal years that begin July 1. It’s a complex discussion, and most people aren’t paying attention. But whether you’re a college student, a young parent, a breadwinner hoping to get a better job or a business owner worried about finding a talented workforce, your future success is riding on the outcome. As the commonwealth’s most recent budget director, I, like many observers, was disappointed in Bevin’s proposal. With the positive revenue picture he inherited, he was given the opportunity to make substantial investments in the competitive capacity of this state. He could have made bold statements related to getting kids off to a better start in life, to the importance of K-12 education in strengthening the workforce, to expanding job training at two-year colleges, or to growing research at four-year universities.
