The Senate avoided a fight on placement in state law of grounds for impeaching Kansas judges and justices Monday by narrowing a bill to clarify the separation of powers on day-to-day administrative duties tied to the court system. Sen. Jeff King, an Independence Republican, said jurisdictional lines between the legislative and judicial branches in Kansas had been allowed to slowly erode during the past 150 years. He said the streamlined version of Senate Bill 440 would affirm routine administrative functions ought to be in the hands of judicial branch leaders and other provisions of law regarding the judiciary ought to be the domain of the legislative branch. “Sometimes those walls break down,” said King, chairman of the Senate Judiciary Committee.
