An audit of the Kentucky workforce cabinet released this week recommends the state step up oversight of federal workforce training dollars and tighten its accounting practices after finding several problems with the agency’s administration of federal funds. The Finance and Administration Cabinet Office of Policy and Audit examination of the Kentucky Education and Workforce Development Cabinet found the cabinet charged employee time to the incorrect federal job training grant to make up for a cash flow shortfall so it could pay employees; had no formalized process to monitor federal workforce grants given to the local area workforce investment areas; and made accounting errors in the state’s unemployment insurance program. But the audit concluded that the Education and Workforce Development Cabinet properly monitored problems at the Bluegrass Area Development District, which serves a 17-county region including Fayette County. A 2014 state auditor’s examination found multiple problems at the district. A subsequent audit by the workforce cabinet found additional problems, including more than $2.8 million in questioned costs. The development district and the workforce cabinet have not yet settled on how much the development district must repay the state and federal governments.
