HELENA — The former head of the state’s Job Service Operations Bureau pleaded guilty Wednesday to felony theft for taking nearly $18,000 in items the state claims it did not receive, including trips to conferences and gift certificates. “I submitted claims for personal reimbursements for items I did not personally get,” Tiffany David told 1st Judicial District Court Judge Mike Menahan as part of her guilty plea. Sentencing was set for March 9. The state is recommending a three-year deferred sentence if David pays the $18,000 in restitution or five years in prison if other prior violations are uncovered or if she cannot pay restitution, Assistant Attorney General Brant S.
