Virginia Beach councilman John Moss urges state to take back its funding for light rail VIRGINIA BEACH -- A councilman opposed to extending light rail to the city encouraged the state to take back its promised funding for the project and wants to delay Virginia Beach from spending any money on light rail. Councilman John Moss is not pleased with City Manager Dave Hansen’s decision to spend an estimated $542,000 on office space for staff working on the light-rail project: He called the action premature. The council has not voted to extend light rail to Town Center and is still researching the issue. Moss doesn’t want the city to spend money on light rail before the city considers signing a memorandum of understanding with the state that would commit Virginia Beach to continue pursuing light rail and to buy passenger cars. If it doesn’t sign the agreement, Virginia Beach could lose $155 million the state has set aside for the light-rail extension project. The state Commonwealth Transportation Board gave the city until April 30 to sign the memorandum of understanding.
