With the city projecting a $2.5 billion surplus this year, a bipartisan group of five Council members is calling on the city to re-instate a $400 property tax rebate for small homeowners that was phased out in 2009. Led by Council members James Vacca (D-Bronx) and Steven Matteo (R-Staten Island), the group fired off a letter to Council Speaker Melissa Mark-Viverito and Julissa Ferraras, who chairs the Council’s Finance Committee, requesting the rebate for one- to six-family homes. The goal, they say, is providing a much-needed tax break for seniors on fixed incomes and others struggling to keep their homes. “Clearly, New York City has recovered from the 2008 recession, and the economy is thriving, but as the city coffers have swelled, so has the cost of living …,” the letter states. “… As history tells us, the economy is fickle.
