Senate mulls over bill to create more than 300 elections a year on local unionsA bill scheduled for a Senate hearing next week would require teachers to vote annually on whether their local unions should continue to represent them. Local unions would only retain their status as contract-negotiating units if more than half of the employees represented cast ballots in support. Senate Bill 469 would require the Kansas Department of Labor to hold more than 300 elections across the state each year between Aug. 1 and Dec. 1 at an estimated cost of $340,000. The bill would take effect in time for the elections to occur starting this year. A union would retain its negotiating status as long as more than half of the employees cast votes on an annual basis, and do so in favor of that union. Failing this, the unit “shall no longer be recognized and the professional employees shall be unrepresented,” the bill says. Employees would be allowed to form a new professional bargaining unit, but not if it is “substantially similar to or affiliated with” one that lost its status in the past 12 months.
