PROVIDENCE, R.I. — Daily fantasy sports games were declared legal in Rhode Island earlier this year and now state lawmakers are stepping forward with plans to regulate, license and tax the popular contests. State Rep. Jean Philippe Barros, D-Pawtucket, unveiled a bill Thursday that would require daily money-awarding fantasy sports sites operating in Rhode Island to register with the Department of Business Regulation and submit to player protection rules, including barring employees, family members and professional athletes from entering the contests. The registration fee would be $10,000 per site. The bill would also allow the state to set a limit on the number of contests each player can enter, an effort to prevent professionals from entering hundreds of competitions per day at the expense of more casual players, Barros said. "This would establish a regulatory structure," Barros said after introducing the bill Thursday, and prevent employees from using "the inside scoop" to cheat regular contestants.
