Madison — The University of Wisconsin System Board of Regents sent a clear message Thursday that cost cannot be separated from educational merit when deciding whether to shut down an academic program and potentially lay off faculty members. Regents approved the new tenure policies after 21/2 hours of intense discussion. Faculty argued that educational merit should be the primary driver of decisions on academic cuts. The new policy will broadly apply to all campuses, but some of the language is intentionally permissive to allow each campus to develop its own procedures to implement it, according to UW System President Ray Cross. Any campus-specific differences must be consistent with the umbrella policy, though, and be approved by the regents, he said. The tenure controversy in Wisconsin has been in the national spotlight for months. The American Association of University Professors in Washington, D.C., issued a statement after the vote that could prove damaging to faculty retention and recruiting efforts.
