ST. THOMAS — A St. Thomas man says his tax refund was seized to pay overdue child support, but he says he has no children and that the collection should have targeted his twin brother. Jeffrie Percell, 44, works as a security guard at one of the lieutenant governor’s offices, and says he was shocked last month when he received a letter from the Bureau of Internal Revenue detailing how his $548.41 tax refund had been sent to the Paternity and Child Support Division of the Virgin Islands Department of Justice. The letter stated that the money rerouted to make “full or partial satisfaction of a past due child support obligation.” Percell says he couldn’t understand. “Why are they making me feel like I’m the one?” who owes the debt, he said. “I don’t have any kids.” He says confusion about his and his brother’s names might have created initial confusion for the Internal Revenue Bureau — he is named Jeffrie and his twin is named Jeff — but he says government show their two similar-but-different Social Security numbers.
