ALBANY - The state Senate has also rejected Gov. Andrew Cuomo's plan to create a tax credit for frequent Thruway travelers. Senate Republicans on Saturday printed their state budget proposal, mapping out how they want to see the state's $145 billion budget spent for the coming fiscal year, which begins April 1. Not included in the Senate plan: Cuomo's proposal for a 50 percent tax credit for drivers who pay more than $50 a year in tolls on the state Thruway, the 570-mile superhighway system. Nor did the Senate GOP support a similar proposal for a credit that would wipe out Thruway tolls for farm vehicles. The Senate budget proposal deals another blow to Cuomo's Thruway toll credit proposal, following the Assembly Democrats' rejection of the frequent-traveler credit on Friday. The Assembly Democrats, who control a large majority in the chamber, did support Cuomo's farm vehicle credit, however.
