ALBANY - Assembly Democrats would limit lawmakers' outside income after their former leader was convicted for more than $4 million he took in from two private law firms. Assembly Speaker Carl Heastie, who succeeded disgraced ex-Speaker Sheldon Silver, D-Manhattan, said the conference is seeking to limit lawmakers' outside income to about $70,000 a year. That's a more generous plan that Gov. Andrew Cuomo's, but Senate Republicans have balked at any income limit. The measure was in the Assembly's one-house budget. The Senate and Assembly are introducing their own budget plans in advance of the new fiscal year that starts April 1. "Our plan to address outside income will help rebuild the public’s faith in their representatives and ensure serving in the Assembly is the primary focus," Heastie, D-Bronx, said in a statement.
