(AP) – Kentucky House Republicans have filed a two-year state spending plan that breaks with Gov. Matt Bevin one week after Democrats won three out of four special elections in a campaign waged against the governor’s budget cuts. Bevin, elected in November, wants to cut state spending by $650 million over the next two years to begin paying down the state’s multibillion-dollar pension debt. But instead of endorsing Bevin’s budget entirely, House republicans presented their own version Tuesday that restores some of the cuts to public education and is kinder to organized labor. Most of Bevin’s budget cuts are retained, including the cuts to colleges and universities that have prompted widespread protests in the higher education community. But the proposal restores cuts to preschool education programs and the 823 Family Resource and Youth Service centers that tutor at-risk students. “In times that are so lean, I’m very grateful for (House Republicans) to have put the emphasis on education,” said Regina Bunch, a special education teacher and Republican state representative from Williamsburg.
