Madison City Council members seek to strip some powers from mayor; Soglin vows veto Madison City Council members want to strip the mayor of the power to make many committee appointments and serve on the city’s finance committee, a major shift in the balance of powers between the city’s executive and legislative branches. The proposal, announced by Alds. Mark Clear and David Ahrens by email Wednesday morning, took Mayor Paul Soglin and some council members by surprise and triggered hastily called, back-to-back press conferences by Soglin, Clear and Ahrens Wednesday afternoon, with the mayor vowing a veto. Soglin called the plan probably “the most significant change in the historic structure of our city government” and vowed a petition drive to place the question on the ballot if the council musters 14 of 20 votes to override a veto.
