WASHINGTON — The Senate overwhelmingly passed bipartisan legislation last week to beef up the federal response to the heroin and prescription opioid epidemic. But the fate of the measure is unclear in the House, amid rumblings from some conservatives about the bill’s price tag and skepticism from others about whether it’s the right policy prescription. Among those cool to the proposal: Rep. Thomas Massie, whose northern Kentucky district has been ravaged by the epidemic. “The thing that concerns me the most about the Senate bill is that it adds $500 million to the debt,” Massie, R-Garrison, told The Enquirer Tuesday. “Generally I don’t vote for bills that aren’t paid for, regardless of how noble the effort is."
