Gov. Jack Markell says he's proud that his administration has helped the First State raise the bar on openness and accountability. "I think we've taken some pretty big steps," he said in a recent interview, rattling off efforts to reduce the fees charged to citizens for public records, streamline the tracking of requests and create an open data portal of state documents. But some citizens and lawmakers continue to be baffled that the General Assembly's emails are off-limits. At the same time, Markell maintains a trio of state accounts, including one address under a pseudonym. Historically, Markell's office has denied what it considers broad requests under the state Freedom of Information Act to review emails sent and received by the governor's Alan.Jackson@state.de.us account. The governor's office has taken steps to redact the address from communications records and has rejected multiple media requests to review how Markell conducts state business on the account.
