MONTPELIER - The Vermont state budget that passed the House of Representatives this week would keep a half-empty work camp open in St. Johnsbury by filling it with additional inmates. The plan would also allow about 50 inmates to return to Vermont from an out-of-state prison, said Rep. Mary Hooper, D-Montpelier. The Caledonia Community Work Camp has capacity for 112 inmates, but only 56 inmates live there now. Gov. Peter Shumlin proposed closing the camp to save money. House lawmakers opted instead to use the empty beds for inmates who have served their minimum sentence but are held for lack of housing. No sex offenders would be allowed to live in the work camp other than sex offenders from St. Johnsbury.
