MONTPELIER - A Vermont government ethics bill finally emerged from committee Tuesday, but last-minute questions led to the removal of a section meant to prevent bribery. The bill, which the full Senate is expected to debate next week, would create an independent ethics commission to hear complaints against state employees and potential campaign finance violations. The five-member panel would review complaints and refer them as necessary to the Attorney General's Office, state prosecutors, the state human resources commissioner or ethics panels in the Senate or House of Representatives. Political candidates would be required to report sources of personal income totaling $10,000 or more. The bill would also attempt to gum up Montpelier's revolving door between public office and special-interest lobbying.
