MONTPELIER - The Vermont House of Representatives has given preliminary approval to legislation that would gradually raise the tobacco smoking age to 21. The measure passed by a vote of 81-61. A final House vote is expected Wednesday, after which the bill would require special permission to be considered by the Senate. Supporters hope to deter teenagers and young adults from becoming addicted to tobacco. They also sought to discourage smoking in the broader culture. "It saves lives. It saves money," said Rep. Michael Mrowicki, D-Putney. Several members of the House rose to share emotional stories of friends and family members who had died or suffered disease as a result of smoking.
