FRANKFORT, KY. – A measure that would require women to receive a face-to-face medical consultation before undergoing an abortion advanced out of the Republican Senate on Monday and now heads to the Democratic-led House. Kentucky law already stipulates that women must receive a briefing a day before an abortion, but many often satisfy the requirement by phone. Senate Bill 4 would mandate that both parties be in the same room. Sen. Julie Raque Adams, a Republican from Louisville who is sponsoring the bill, argued Monday that women should have a full opportunity to discuss the abortion process with her doctor or a medical designee. “A recorded message discussing the medical procedure is simply not acceptable,” she said.
