HARTFORD – The House of Representatives is scheduled to convene Thursday in special session at a time when two reports paint a grim financial picture for the state. The reports provide warning signs about the state's fiscal health – soon after months of struggle before the legislature approved a $19.76 billion budget for the fiscal year that starts on July 1. One report says Connecticut ranks 50th among states and Puerto Rico for its fiscal health. Connecticut's financial position is rated as "poor across all categories" in rankings that were based on various measures of taxes and spending, according to the Mercatus Center at George Mason University in Virginia. The top three states for fiscal health are Alaska, Nebraska and Wyoming. The bottom three are New Jersey, Massachusetts and Connecticut – with financially troubled Puerto Rico 51st.
